The purpose of this report is to provide Committee of the Whole with an annual update on the City’s progress on the 2024-2027 Strategic Plan.


Richmond Hill’s 2024 to 2027 Strategic Plan continues to guide Council and staff decisions, shaping priorities, workplans, and resource investments. In 2025, this framework delivered strong results across housing, climate action, community building, and service improvements.


To recommend the adoption of a new policy for the appointment of Citizen Members to Committees.


The City’s Appointment Policy for Advisory Committees, Task Forces and Steering Committees came into effect June 24, 2008. No revisions have been made to the policy since 2008, and the policy has not been consistently followed. Staff conducted a thorough review of the policy and made recommendations to Council on updating the policy and process for appointing Citizen Members to Committees. On October 15, 2025, Council adopted recommendations including:

  • The ability for Permanent Residents (as defined in the Immigration and

Refugee Protection Act) to be appointed;

  • That mid-term appointments be made, in general, from applicants who

applied at the beginning of the term;

  • Citizen Members only be eligible for appointment to one Committee except

in exceptional circumstances as generally described in the staff report

All comments will be shared with Members of Council, treated as public information, and will be included on the public agenda posted to the City’s website.


Speaking at the Meeting

If you would like to speak to Council about an item that is on the meeting agenda, you must register in advance with the Office of the Clerk. Registration is due by 12 pm (noon) one business day before the meeting.
