    Richmond Hill Committee of the Whole Meeting Wednesday June 7, 2023 at 10am View Agenda here Watch Livestream here Agenda Items Include: 11.1 SRCM.23.008 – Request for Direction – Official Plan and Zoning By-law Amendment Applications – Gates of Bayview Inc. – 0 Oneida Crescent To request direction regarding revised Official Plan and Zoning By-law Amendment applications to permit a high density residential development to be comprised of four apartment buildings and one amenity building. Staff recommend that the Ontario Land Tribunal (OLT) be advised that Council supports the revised development proposal as outlined in Report SRCM.23.008 . City staff have maintained ongoing communications with the applicant to encourage a further revised development proposal that would be well-designed, in keeping with the City’s Official Plan, and conform to the Secondary Plan. In April 2023, staff received the revised development proposal that brings the development in conformity with the Secondary Plan as adopted. View all reports here 11.2 SRCFS.23.028 – Public Conduct and Complaints Policy The Ontario Ombudsman recommends that municipalities adopt policies regarding the conduct of members of the public, and how municipalities will address complaints from the public. Staff recommend that Council adopts the proposed Public Conduct and Complaints Policy in response to this recommendation. View report and policy here 11.5 SRCS.23.11 – 2023 Community and Cultural Grant Program Staff’s analysis of the 2023 Community and Cultural Grant Program applications and recommendations for approval by Council. The Community and Cultural Program Grant Budget is $65,000. Based on review of the 49 applications received, the review committee is recommending that 17 of the 49 applications receive funding with the total value of $64,640. View Staff reports here Proposed Election Sign Amendments A portable sign Only located on private property with owner permission (erection of signs on City property including parks and boulevards is not permitted) Be no larger than 0.36 metres squared in sign area, Not exceed one sign per candidate per property Note: Provincial, or Federal legislation may take precedence of the City’s Sign By-law in regulation of provincial and federal election signs. Proposed Highway and Billboard Sign Amendments Considering the community feedback, it is not recommend that billboard signs be permitted to the by-law at this time. It is proposed that Highway Signs can be internally or externally lit and contain Digital Display components in conformity with already established regulations within the Sign By-law, provided there is no residentially-zoned property between the sign and the highway. It is recommended that the Sign By-law be amended to recognize that highway signs are regulated by the province. 11.9 SRPI.23.055 - City of Richmond Hill 2023 State of Infrastructure Report The purpose of this report is to provide an update on the status of the City’s assets through the attached 2023 State of Infrastructure Report. It underscores the importance of continued investments that will be required to maintain the City’s growing inventory of assets in a state of good repair and manage the existing backlog of infrastructure needs. The City’s updated asset information, along with the previously identified backlog of infrastructure needs and the growth in asset inventories over time, will require additional funding, which will be further identified through the development of capital projects for the 2024 Capital Budget. The easterly portion of the subject lands are zoned General Commercial (GC) Zone which permits a wide range of commercial uses, including automobile dealerships. The westerly portion of the subject lands are zoned Agricultural (A) which permits agricultural and agricultural-related uses but does not permit the proposed automobile dealership. Accordingly, the applicant is seeking Council’s approval to rezone the westerly portion of the lands to GC zone. View reports here 3.2 SRPI.23.062 – Request for Comments – Zoning By-law Amendment Application – Marina Shcolyar and 2814845 Ontario Inc. – 94 and 96 Church Street South A request for comments concerning a proposed Zoning By-law Amendment application to facilitate a proposed five-storey residential building to be comprised of 36 apartment dwelling units. The lands presently support two residential buildings, one multi-unit residential building and the other a single detached dwelling as well as several existing accessory structures which are proposed to be demolished. The proposed development contemplates the construction of a 5 storey residential condominium building, with the integration of a portion of the existing heritage dwelling (96 Church Street South). The development is designed with ground level vehicle and bicycle parking and loading area with one level of underground parking. The proposal includes an outdoor play area on the ground level and rooftop amenity areas on the fourth level, and indoor amenity space within the front portion of the existing heritage building. Additionally, each unit is designed to have its own balcony.   • Ward 1 Bell Fibe Grass Restorations

    As you know Bell installed Fibe in Ward 1 last summer and fall leaving behind areas with grass torn up and replaced by dirt. City Staff have informed me that Bell and their contractor RB Somerville have recently begun spring restorations in Ward 1 as the weather has become more favorable for this work. Through the permit held by the City, all work from the winter months must be restored by the end of May. In the coming days to weeks residents can expect to see restoration crews out repairing all boulevard damage from this Bell work.

  • No Mow May

    Giving bees and other insects a chance to pollinate May is a key month for bees and other pollinators that rely on plants blooming in early spring such as dandelions, violets and clover. To help preserve habitats for bees, butterflies and other pollinators, York Region has implemented a No Mow May pilot project and will not mow the grass on six selected locations in the Regional right of ways in the City of Richmond Hill during the month of May. Signs will be posted at each of the locations. Grass will be mowed along the fence line and sidewalk to ensure sight lines are clear, but the centre areas of the locations will not be cut. Please do not throw garbage in the No Mow May sites. Working in partnership with the City of Richmond Hill, six sites have been selected in the regional right of ways because they have wide boulevards and staff will be able to maintain clear sight lines. That the subject lands be classified as a Class 4 Area as defined by the Ontario Ministry of Environment, Conservation and Parks in its to address Stationary Noise. (noise from the Ministry of Transportation Road Maintenance Depot located to the northeast of the subject lands) A “Class 4 Area” classification would allow for development and intensification in areas impacted by existing stationary noise sources that have higher sound level limits than Class 1, 2 and 3 Areas, typically associated with residential areas. The applicant’s Official Plan Amendment application seeks to amend the policies of the Local Development Area (LDA) designation applicable to the subject lands in order to permit the following: an increase in permitted density from 2.0 FSI to 5.4 FSI; an increase in the maximum permitted building height from 3 to 16 storeys abutting the Neighbourhood designation; an increase in the maximum permitted building height from 15 to 16 storeys within the Local Development Area; and, an increase in the maximum permitted base building height from 4 storeys to 6 storeys. View reports here 3.3 SRPI.23.044 – Request for Comments – Official Plan Amendment Application – Parkway Hotels and Convention Centre Inc., 650 Hwy 7 East Inc., and 9005 Leslie Street Inc. - 600 and 650 Hwy 7 and 9005 Leslie Street To permit a high density mixed-use residential/commercial development on its land holdings. The proposed development is to be comprised of: nine towers ranging in height from 35 to 42 storeys with some of the towers on six storey podia and a total of 3,460 dwelling units . an expansion to the existing hotel operations, a conference centre area expansion and new commercial/retail space. A 0.4 hectare (0.99 acre) strata park is proposed internal to the site with a ‘breezeway’ connecting to Leslie Street. The existing office building, retail mall, conference centre, and Sheraton hotel are proposed to remain. Parking is proposed within 6 levels of shared underground parking which is to span the entirety of the subject lands. Proposed Parking Spaces: 4,921 At the February 26, 2020 meeting Council approved the request to remove these lands from the Region’s Employment Area designation subsequently they are now designated Community Area under the Regional Official Plan. Community Area permits a full range and mix of urban uses which are intended to accommodate a significant portion of planned growth within the Region The Key Directions Report identifies the East Beaver Creek and Highway 7 area where the subject lands are located as an emerging Local Centre. Lands are located along a Regional Corridor which are intended to serve as locations for the highest densities and mix of uses, as determined by the local municipality, with consideration for local community context and character Lands are with a MTSAs which intended to support a range and mix of land uses, supporting higher density, mixed-use and transit-oriented development. Recommendation(s): To ensure that all Indigenous groups have equal opportunity to host events in Richmond Hill, it is recommended that park, multi-purpose room and gymnasium bookings fees be waived for all Indigenous groups moving forward.
