11.3 SRCS.23.04 - Indoor Turf Facilities
To propose a pause on the Indoor Turf Feasibility Study that is currently underway due to new information acquired since the Council direction provided on September 14, 2022.
Why?
The Recreation Plan recommends a Needs Assessment for Indoor Turf
Local Soccer Clubs support Investigation of Alternative Options
Bill 23 changes warrant a detailed funding source evaluation
Knowledge gained through the Feasibility Study RFP Process
staff have learned that a dome over the west field (with an associated clubhouse and additional parking) could cost in the order of $10 to 15 million and a permanent steel structure could be in the $25 to 30 million range.
York Region School Boards have expressed interest in partnerships
11.5 SRCS.22.03 - Indigenous Action Committee – 1 Year Pilot Project
To report back to Council on the 1 year pilot of waiving facility rental fees for events hosted by the Indigenous Action Committee.
Recommendation(s):
To ensure that all Indigenous groups have equal opportunity to host events in Richmond Hill, it is recommended that park, multi-purpose room and gymnasium bookings fees be waived for all Indigenous groups moving forward.
That the City provide in-kind promotions and equipment rentals to Indigenous groups wishing to host community events in partnership with the City on dates of national significance.
11.7 SRPI.23.048 – Request for Comments - Comprehensive Zoning By-law Project
The purpose of this report is to provide an overview of the work program, key deliverables, associated timelines and next steps with respect to the City of Richmond Hill’s Comprehensive Zoning By-law Project
11.8 SRCM.23.06 - Richmond Hill Centre Secondary Plan (Official Plan Amendment 41)
The purpose of this report is to present the Richmond Hill Centre Secondary Plan to Council for adoption.
The RHCSP is the result of an extensive public and stakeholder engagement and consultation process. This process included three Public Open House meetings, four Special Council Meetings, a Statutory Council Public Meeting and a Public Information Session
The Richmond Hill Centre Secondary Plan presents a vision, principles and development framework for an exciting new transit oriented urban community and regional destination with a mix of land uses that is focused around two subway stations and an integrated transit hub.
The Staff report contains a final version of the Richmond Hill Centre Secondary Plan which includes modifications arising from:
Provincial, Regional and municipal policy updates
Stakeholder and Public comments
Council direction
11.10 SRCFS.23.026 - Richmond Hill’s 2023-2027 Multi-Year Accessibility Plan
The purpose of this report is to present the Draft 2023-2027 Multi-Year Accessibility Plan to Council for approval and to make the 2023-2027 Multi-Year Accessibility Plan available to the public
How to attend Council Meetings and Provide Comments
City facilities are open to the public to attend Council and Committee meetings. The public can observe meetings of Council and Committees by attending in person or by viewing the livestream of the open session part of these meetings which can be accessed on the City’s YouTube page.
Public Comments: The public may submit written correspondence regarding agenda matters by email to clerks@richmondhill.ca. Written correspondence must be submitted by 12 p.m. on the day prior to the meeting. Comments submitted will be provided to all Members of Council, considered as public information and noted in the public record.
Delegations: No prior registration is required to make an in-person Delegation, but is encouraged. Prior registration is required should the public intend to make an electronic delegation by video conference or telephone. Applications to appear as a delegation must be submitted by 12 p.m. on the day prior to the meeting by email to clerks@richmondhill.ca or by using the online application form found here. The Office of the Clerk will provide instructions on appearing as a delegation.
Public Forum: Any person who wishes to speak to Council on a matter not on the agenda must pre-register with the Office of the Clerk by 12 p.m. (noon) one business day before the meeting. Persons wanting to address Council during the Public Forum portion of the meeting must register by sending an email to clerks@richmondhill.ca or by using the online application form found here. Public Forum participation can be in-person, or electronically by video conference or telephone. A maximum of five persons will be allowed to register for the Public Forum on a first come first serve basis.
