Agenda Items Include:

11.2 SRPI.23.057 - Request for Comments - Site Plan Application - Montagna Capital (BT) Inc. - 1577 to 1621 Major Mackenzie Drive East

The applicant is seeking approval of its Site Plan application to permit a medium density residential development which is to be comprised of 150 stacked back-to-back townhouse dwelling units.

That the subject lands be classified as a Class 4 Area as defined by the Ontario Ministry of Environment, Conservation and Parks in its to address Stationary Noise. (noise from the Ministry of Transportation Road Maintenance Depot located to the northeast of the subject lands)

  • A “Class 4 Area” classification would allow for development and intensification in areas impacted by existing stationary noise sources that have higher sound level limits than Class 1, 2 and 3 Areas, typically associated with residential areas.

  • Engineering staff has advised that they are in agreement with the conclusions of the Study indicating no objections to the Class 4 Area classification request

11.3 SRPI.23.064 - Bayview Avenue - 16th Avenue to Highway 7 Streetscape Corner Enhancements

To seek Council’s endorsement of the streetscape enhancement design proposed at Bayview Avenue, 16th Avenue to Highway 7, and to direct staff to proceed with York Region’s Municipal Streetscape Partnership Program (MSPP) application for the cost sharing of the enhancement work.

11.5 SRCFS.23.017 - 2023 Final Levy By-Law and Tax Rates

The purpose of this report is to adopt tax rates for the 2023 tax levies and to authorize the billing and collection of taxes, special assessments and fees. This report also sets the tax installment due dates for both residential and non-residential properties.

12.1 Member Motion - Mayor West - Government of Ontario to Expedite Regulations Affecting Housing Supply Crisis

That Richmond Hill Council requests the province to expedite the regulatory procedures on governance, finance, planning and building policies as soon as possible so that municipalities have some certainty and ability to meet their housing targets and solve the housing supply crisis.

12.2 Member Motion - Mayor West - Funding for Increased Data Capacity

That Richmond Hill Council request the province provide funding for municipalities, in particular those with housing targets assigned, to increase capacity in data management, collaboration and sharing and that the province work with staff in each municipality to develop an open and transparent data sharing mode.


How to attend Council Meetings and Provide Comments

City facilities are open to the public to attend Council and Committee meetings. The public can observe meetings of Council and Committees by attending in person or by viewing the livestream of the open session part of these meetings which can be accessed on the City’s YouTube page.

Public Comments: The public may submit written correspondence regarding agenda matters by email to Written correspondence must be submitted by 12 p.m. on the day prior to the meeting. Comments submitted will be provided to all Members of Council, considered as public information and noted in the public record.

Delegations: No prior registration is required to make an in-person Delegation, but is encouraged. Prior registration is required should the public intend to make an electronic delegation by video conference or telephone. Applications to appear as a delegation must be submitted by 12 p.m. on the day prior to the meeting by email to or by using the online application form found here. The Office of the Clerk will provide instructions on appearing as a delegation.

Public Forum: Any person who wishes to speak to Council on a matter not on the agenda must pre-register with the Office of the Clerk by 12 p.m. (noon) one business day before the meeting. Persons wanting to address Council during the Public Forum portion of the meeting must register by sending an email to or by using the online application form found here. Public Forum participation can be in-person, or electronically by video conference or telephone. A maximum of five persons will be allowed to register for the Public Forum on a first come first serve basis.
