Recap:
Regional and Local Councillor Chan withdrew his motion from the agenda and all other agenda items were approved by Council.
After considerable discussion about the crime trends motion, it was decided to shift the focus towards the initiatives that York Regional Police (YRP) are implementing to address these issues rather than focusing on crime trends. Let YRP take the lead in presenting to council and the public, providing a comprehensive overview of the initiatives being considered when ready.

for the remainder of the 2022 to 2026 term.

Requesting that Command Officers of #2 District of the York Regional
Police share the crime trends for Richmond Hill at a future Council meeting
before the end of the year of 2024.
Closed Session
Appointing a representative to the Richmond Hill Public Library Board for the remainder of the 2022 to 2026 Term of Council.
Items discussed at the Committee of the Whole
To advise Council of the resignation of Heritage Richmond Hill’s (HRH) Education Community representative, and to recommend that for the remainder of the current Term of Council, the Heritage Richmond Hill Committee be authorized to operate without an Education Community representative.
Provide Council with the staff recommended approach to amend the City’s current Development Charges (“DC”) by-laws, to reflect the legislative changes brought forward by the Province through Bill 185, Cutting Red Tape to Build More Homes Act, 2024 (“Bill 185”).
Amendments to the City’s DC by-laws are required to incorporate the recent legislative changes to the Development Charges Act (“the DCA”) brought through Bill 185.
Bill 185 results in reversals of previously announced changes through Bill 23, More Homes Built Faster Act, 2022 (“Bill 23”). The amendments to the DC by-laws outlined in this staff report will allow the City to regain its ability to charge DCs and improve DC revenue collections.
Staff are proposing a phased approach with two distinct processes to amend the City’s DC by-laws, as follows:
Phase I – Staff will utilize the streamlined process for minor amendments to DC by-laws for those amendments that are eligible under this process;
Phase II – Formal amendments to the DC by-laws that are not eligible under the above streamlined process for minor amendments.
Staff recommend that Council approve the amended Community Flag Raisings and Flag Protocol Policy, the Customary Flag Configuration Procedure, and the Flying Flags at Half-mast Procedure.
The changes, which are mostly technical in nature, address the addition of a third flagpole as part of the Community Flagpole Display.
Under the proposed changes, so long as the United Nations University - Institute for Water, Environment and Health (‘UNU-IWEH”) is located at the Municipal Offices, the left-hand flagpole of the Community Flagpole Display will be reserved exclusively for the flag of the United Nations.
