Recap: Committee of the Whole Meeting - June 17
Council will review strengthened rules for snow clearing in unassumed subdivisions. Staff propose expanding the Heritage Grant Program with larger grants and funding. Feedback is requested on the Draft Tennis and Pickleball Strategy outlining major new court investments. Council is also asked to oppose a 10‑storey, 229‑unit proposal on Bayview Ave at the OLT due to density, compatibility, and environmental concerns.

Update: Development Charge Reduction Program
Ontario’s new Development Charge Reduction Program offers infrastructure funding to municipalities that cut development charges by 30–50% for at least three years. If accepted, funding, up to 90% of project costs, supports roads, water, sewer and other growth‑related infrastructure, but does not replace lost DC revenue. Richmond Hill could benefit, but the financial trade‑offs and exact funding amounts remain uncertain.

Notice of Road Construction: Yonge Street, 19th Ave to Stouffville Rd
York Region is removing and replacing the asphalt road surface on Yonge Street from 19th Avenue to Stouffville Road. The project includes intersection improvements at Jefferson Sideroad and Jefferson Forest Drive.

New: Turn Restrictions Muirhead Crescent
York Region is implementing new safety measures in the City of Richmond Hill, including:
A southbound left turn restriction at Yonge Street and Muirhead Crescent and a westbound right turn restriction at Stouffville Road and Muirhead Crescent.
