Richmond Hill is proposing a major update to its Official Plan, the City's long-term roadmap for growth and development through 2051.
The update aligns the Plan with recent Provincial legislation, incorporates applicable York Region Official Plan policies, and establishes new planning policies for housing, employment lands, transit-oriented development, environmental protection, climate change, and infrastructure planning.
Key proposals include planning for a population of approximately 320,100 residents and 122,500 jobs by 2051, directing 78% of future housing growth to built-up areas, updating policies for major transit station areas, protecting most employment lands, increasing the City's tree canopy target from 30% to 35%, and supporting more compact, transit-supportive communities.
The proposed changes are now being presented for public feedback, with a final version expected to return to Council for consideration in September 2026.
Richmond Hill is proposing updates to its new Comprehensive Zoning By-law to align it with the City's Official Plan Update and recent Provincial planning changes.
The proposed amendments include new zoning rules for employment lands, transit station areas, mixed-use corridors, environmental protection areas, and urban comprehensive standards. The update would also revise regulations related to building heights, densities, parking, landscaping, additional residential units, and commercial uses.
Many of the changes are technical or administrative, intended to improve clarity and ensure the zoning by-law reflects current planning policies and development practices.
Public feedback is being sought before the updated zoning by-law is brought back to Council for consideration.

All comments will be shared with Members of Council, treated as public information, and will be included on the public agenda posted to the City’s website.

If you would like to speak to Council about an item that is on the meeting agenda, you must register in advance with the Office of the Clerk. Registration is due by 12 pm (noon) one business day before the meeting.
