Recap:

All agenda items were approved by council with the exception of one of the items from the 2025 Capital Budget and Forecast. Councillor Liu had concerns about the delay to build the North Leslie Community Centre and the majority of council agreed.


Also discussed was 1 Cynthia which did pass however Councillor Davidson again voted against it as she does not agree with creating three lots out of one for that neighbourhood.


There was also a presentation by York Region Transit (YRT), regarding 2025 Transit Initiatives. Of note was the increase of service to seven days a week in Oak Ridges via On-Request Newmarket-Aurora-Oak Ridges that can take you from an address to/from a YRT route or another address where a YRT route option is not available. There is also the On-Request Gormley to travel from any address in the service area to one of three locations.

 

Agenda Items Include:

A request for direction regarding a Zoning By-law Amendment application to facilitate the creation of two (2) additional residential building lots.

  • The Zoning By-law Amendment application to permit two (2) additional residential building lots was appealed to the Ontario Land Tribunal (OLT) in April 2024 on the basis that Council did not make a decision on the application within the statutory timeframe prescribed under the Planning Act;

  • modifications to the proposal have been made to address staff comments and concerns related to the protection of trees and the existing woodland on the property as well as revised development standards related to reduced side yard setbacks and increased building height; and,

  • the modifications to the development proposal satisfactorily address the City’s comments and concerns and therefore staff recommends that Council support the development proposal.


The purpose of this report is to seek Council endorsement of key documents that will guide the drafting of the City’s Comprehensive Zoning By-law (CZBL).

  • The City’s Consultant, R.E Millward and Associates, has prepared four (4) draft Strategic Direction Reports (SDRs) pertaining to the overall approach to the CZBL as well as zoning for neighbourhood areas, specific intensification areas (1 Key Development Area and three (3) Local Centres) and city-wide parking and loading requirements;

  • A Parking and Transportation Demand Management Strategy (PTDMS) has been prepared to recommend parking rates and parking development standards for the CZBL inclusive of Bill 185 changes;

  • A public consultation Open House on the four SDRs and PTDMS was held and the comments received at the meeting have been taken into consideration (summarized in the “Consultation Summary Report”) before finalizing the SDRs and bringing them forward to Council for endorsement;

  • A Consultation and Engagement Plan has been prepared outlining ways to engage the public and interested parties moving forward in Phase 3 of the CZBL Project.

 

Public Comments:

The public may submit written correspondence regarding agenda items by email to clerks@richmondhill.ca. Written correspondence must be submitted by 12 p.m. (noon) one business day before the meeting. Comments submitted will be provided to all Members of Council, are considered as public information and will be included on the public agenda posted to the City’s website.


Delegations:

Any person who wishes to speak to Council on agenda items must pre-register with the Office of the Clerk by 12 p.m. (noon) one business day before the meeting. Applications to appear as a delegation can be submitted by email to clerks@richmondhill.ca or by using the on-line application form. Delegations can be in person, or electronically by video conference or telephone. The Office of the Clerk will provide instructions on appearing as a delegation. 

 

Public Forum:

Any person who wishes to speak to Council on a matter not on the agenda must pre-register with the Office of the Clerk by 12 p.m. (noon) one business day before the meeting. Persons wanting to address Council during the Public Forum portion of the meeting must register by sending an email to clerks@richmondhill.ca or by using the on-line form. Public Forum participation can be in-person, or electronically by video conference or telephone. A maximum of five persons will be allowed to register for the Public Forum on a first come first serve basis.
