Richmond Hill Council Meeting Wednesday February 8, 2023 at 9:30am Revised Agenda Agenda Items Include: 13.1 Approval of the 2023 Draft Capital Budget and 9 year Forecast 13.2 SRPI.23.001 - Request for Direction - Official Plan Amendment and Zoning By-law Amendment Applications - Leslie Elgin Developments Inc. - 0 John Birchall Road The proposed development is to be comprised of two apartment buildings of 27 and 31 storeys in height connected by a four storey podium, with a total of 617 apartment dwelling units and 33 townhouse dwelling units A significant number of comments and concerns respecting the applicant’s development proposal have been raised by members of Council and the public since the submission of these development applications, including at a Neighbourhood Residents Meeting, at the statutory Council Public Meeting and through written correspondence filed with the City. On June 28, 2022, the applicant appealed its Official Plan and Zoning By-law Amendment applications to the Ontario Land Tribunal (OLT) The applicant has not filed a revised proposal or development applications in response to the comments and concerns raised by Council, internal departments, external agencies or members of the public. Virtual Public Information Centre - Tuesday, February 7 at 7pm Register here The City of Richmond Hill is updating its Transportation Master Plan to establish a future vision for all travel modes within the City to the year 2051. The plan will guide the future of the City's road, walking and cycling networks, including off-road trails, and update transportation and mobility policy to support how people get around the City. Hear from City staff on proposed improvements to the City’s transportation infrastructure and strategic direction on future transportation policy, as well as a brief summary of feedback collected from public consultation through the survey in fall 2022. Recap Richmond Hill Council unanimously passed Mayor West's Member Motion below requesting a response from the Province regarding serious concerns outlined in this staff report regarding Bill 23, the More Homes Built Faster Act. Meeting Reports Report: SRPI.23.018 – Request for Comments – Bill 23, The More Homes Built Faster Act, 2022 Attachment 1: Financial Impact of Bill 23 Attachment 2: Bill 23, More Homes Built Faster Act, 2022 Staff will outline the legislative changes that impact land use planning considerations in Richmond Hill followed by the estimated financial impacts to the City. Impacts from Bill 23 changes to the planning system, tools and fees available to municipalities will affect Council Strategic Priorities. The City’s ability to ‘Balance Growth and Green’ and reinforce a sense of belonging unique to the City may be challenged with less tools to acquire parkland, conserve natural heritage features such as wetlands, secure sustainable design features in development, and promote urban design and heritage conservation. Although increased intensification in major transit station areas support ‘Getting Around the City’ through higher-order transit such as the subway, providing amenities and facilities to improve active transportation networks may be more difficult. The loss of revenue from exemptions or discounts for Development Charges, Cash-in-lieu of Parkland Dedication, and Community Benefit Charge payments will negatively impact our ability to invest in our growing community.
