    Richmond Hill Council Meeting Wednesday February 22, 2023 Revised Agenda Meeting Video & Meeting Minutes All agenda items were unanimously approved by council. Agenda items include: 13.9 SRCFS.23.013 - 2023 Operating Budget Update Approval of the Operating Budget with a 3.72% Property Tax increase In 2016, MPAC released New Current Property Value Assessments (CVA) which were phased-in over the next 4 taxation years, 2017 through to 2020. The next scheduled assessment update was to be performed in 2020, however, in light of the financial challenges that households were facing from the evolving Covid-19 situation, the Province had postponed the 2020 update.     You can help give Richmond Hill a spring cleaning during Clean Up, Green Up Weeks! From April 21 to May 5, residents, businesses, community groups and schools are encouraged to come together to help pick up litter that has accumulated over the winter months in parks, trails, on boulevards and in open spaces. Choose a greenspace in need of a cleaning in your neighbourhood such as a park, trail, boulevard or other public space and register below. The City will provide registered groups with gloves, garbage and recycling bags, and arrange for collection of the filled bags. Registration Registration is now open!   • FYI: Invasive Species Management in Oak Ridges Corridor Conservation Reserve

    Invasive species management that will be taking place in the Old Colony Road area of the Oak Ridges Corridor Conservation Reserve. Urban Forest Associates (UFORA) has worked with York Region schools, the Richmond Hill Rotary Club, the Richmond Hill Garden and Horticultural Society and TRCA since 2009 to complete habitat restoration plantings in a portion of the Oak Ridges Corridor Conservation Reserve lands north and south of Old Colony Road. Over the coming weeks Urban Forest Associates (UFORA) intends to undertake the management of woody invasive species (European buckthorn, tatarian honeysuckle, winged euonymus, multiflora rose and Manitoba maple) to further enhance the lands. UFORA is undertaking this work with TRCA’s support, which aligns with TRCA’s Invasive Species Management Strategy. Using licensed applicators these species will be cut or girdled and the stem treated with herbicide (Garlon RTU – PCP # 29334) following all applicable legislation. Standard regulatory signage will be installed in the area of treatment before it occurs, and will be removed once management efforts have been completed. Restoration plantings will occur in the coming seasons in the area of work to further improve the site’s biodiversity.

The applicant has also submitted an associated draft Plan of Subdivision to create 2 development blocks (blocks 1 & 3) and a block (block 2)for the extension of Addison Street. Staff notes that a related draft Plan of Subdivision application has been submitted but is not subject to the statutory public meeting notice requirements in accordance with Bill 23 Based on a preliminary review of the proposed development relative to the Regional Mixed Use Corridor designation policies of the Plan, the proposed residential and commercial uses would be permitted within the Regional Mixed Use Corridor designation in a high-rise mixed use building format. However, the development as currently proposed would not conform to the applicable height and density policies of the Plan the proposed tower heights of 18 and 24 storeys and podium height of 8 storeys exceed the maximum permitted building height of 15 storeys and podium height of 4 storeys permitted within the Regional Mixed Use Corridor designation the proposed density of 4.2 FSI exceeds the maximum permitted density of 2.5 FSI within the Regional Mixed Use Corridor designation; 3.2 SRPI.23.014 – Request for Comments – Official Plan Amendment and Zoning By-law Amendment Applications – Gil Shcolyar and Maria Shcolyar – 16 and 20 Centre Street West to facilitate a 6 storey residential building containing a total of 27 dwelling units and one level of underground parking the applicant’s proposal is considered a high density residential development, which is not a permitted use in the Village District of Downtown Local Centre the proposed building height exceeds the maximum height of 5 storeys permitted within the Downtown Local Centre designation How to attend Council Meetings and Provide Comments City facilities are open to the public to attend Council and Committee meetings.     Richmond Hill Council Meeting Wednesday February 8, 2023 at 9:30am Revised Agenda View Meeting Video Recap: All motions passed unanimously. Former Premier Kathleen Wynne spoke about the importance of endorsing Bill 5 - Stopping Harassment and Abuse by Local Leaders Act, 2022. Council fully supported endorsing Bill 5. A number of residents also delegated with concerns about the development application for 2 high-rise building at Birchall. Council hopes that the developer and City can come to a satisfactory compromise. Meanwhile Council did approve for Staff to appear at the OLT for this application. Agenda Items Include: 13.1 Approval of the 2023 Draft Capital Budget and 9 year Forecast - Passed Unanimously 13.2 SRPI.23.001 - Request for Direction - Official Plan Amendment and Zoning By-law Amendment Applications - Leslie Elgin Developments Inc. - 0 John Birchall Road - Passed Unanimously The proposed development is to be comprised of two apartment buildings of 27 and 31 storeys in height connected by a four storey podium, with a total of 617 apartment dwelling units and 33 townhouse dwelling units A significant number of comments and concerns respecting the applicant’s development proposal have been raised by members of Council and the public since the submission of these development applications, including at a Neighbourhood Residents Meeting, at the statutory Council Public Meeting and through written correspondence filed with the City. On June 28, 2022, the applicant appealed its Official Plan and Zoning By-law Amendment applications to the Ontario Land Tribunal (OLT) The applicant has not filed a revised proposal or development applications in response to the comments and concerns raised by Council, internal departments, external agencies or members of the public. Accordingly, the purpose of this report is to seek Council’s direction with respect to the applicant’s original development proposal and to direct appropriate City staff and any necessary external consultants to appear at the OLT in support of Council’s position concerning the subject applications. 13.6 SRPI.23.016 - Traffic Regulation Changes (Speed Limit, Parking, Traffic Control and Turning Restrictions) - Passed Unanimously To seek Council approval for changes to speed limit, parking, traffic control and turning restriction regulations on various City streets 14.1 Member Motion - Mayor West - Stopping Harassment and Abuse by Local Leaders Act, 2022 - Passed Unanimously That Richmond Hill Council endorses Bill 5 - Stopping Harassment and Abuse by Local Leaders Act, 2022 which would require the Code of Conduct for municipal Councillors and members of local boards to include a requirement to comply with workplace violence and harassment policies and permit municipalities and local boards to direct the Integrity Commissioner to apply to the court to vacate a member’s seat if the Commissioner’s inquiry determines that the member has contravened this requirement.     Richmond Hill Centre Secondary Plan Public Information Session Thursday February 9, 2023 at 6:30pm Virtual public meeting (via Zoom) Register today at RichmondHill.ca/RHCentre The City of Richmond Hill is currently undertaking the Richmond Hill Centre Secondary Plan study to develop the planning framework that will guide growth in the Richmond Hill Centre area over time. On October 28, 2021, the draft Secondary Plan policies and the accompanying background studies were presented at a Council Public Meeting for consideration. Since the public meeting, several new and emerging provincial legislations were introduced that have an impact to the RHC area. These will need to be considered in the context of the Richmond Hill Centre prior to finalizing the draft Secondary Plan in the second quarter (Q2) of 2023. On February 9, 2023 the City of Richmond Hill and the study’s consulting team, led by Urban Strategies Inc., will be hosting a virtual Public Information Session to provide a status update on the Secondary Plan; present an overview of how recent provincial legislation will impact the Secondary Plan project; and to give an opportunity for the community to ask questions.
