The information will guide discussions with the Committee regarding investment priorities in the future. Read report here The City of Richmond Hill’s Capital Program provides for new infrastructure that is reflective of a growing population, while balancing the state of good repair of existing assets. The 2025 – 2033 Capital Forecast is $1.678 billion dollars. If all projects were approved the City will be unable to fund all the projects over the nine-year period as it will result in a deficit funding balance of $361.9 million at the end of the forecast period. In light of the funding constraints, now more than ever, the City needs to be certain that proposed capital expenditures address a firmly established need in a fiscally responsible manner. As part of the Financial Sustainability Strategy, the Capital Forecast will need to be refined to bridge the funding gap through a combination of revisiting the assumptions, timing and scoping of projects, or increasing funding through tax, water or stormwater rates or other alternative funding sources to put the Plans into reality. ____________________________________ Public Comments: The public may submit written correspondence regarding agenda items by email to clerks@richmondhill.ca.     Ontario’s residential property landscape has continued to evolve over the last decade – communities with homes under $500,000 are becoming increasingly scarce. According to new data released by the Municipal Property Assessment Corporation (MPAC), the type of homes with a value less than $750,000 and where they can be found has also shifted.   • Public Consultation: Brickworks Park Revitalization

    Plans are underway to revitalize Brickworks Park. This includes improvements to the playground, tennis courts, softball field, walkways, shelter, site furnishings, signage, planting, and the addition of fitness equipment. Construction is scheduled for 2026, pending Council approval. Please use the parks design comment form to let us know which one of these concepts you prefer and if you have any suggestions about the proposed designs. Find details here.   • It's Time to Register for the Oak Ridges Neighbourhood Watch

    Oak Ridges Neighbourhood Watch Registration The next step is to set up the Oak Ridges Neighbourhood Watch (ORNW) is to register so that we can begin coordinating each block in Ward 1. You may have been part of an earlier Oak Ridges Neighbourhood Watch however we ask that you please register again so that we can gather all of the member information in one place. Oak Ridges Neighbourhood Watch (ORNW) is a community-based network of volunteers who take pride in their neighbourhoods by providing “eyes” on the street to gather information about possible crime activity, suspicious individuals, and suspected damage to property. ORNW members operate at “street” level and increase the knowledge of how to prevent crime in our communities. Your participation is important to make all our fellow citizens feel ‘safe’ in a secure neighbourhood. Participation is totally voluntary; no ongoing activity is necessary other than to follow simple steps. There are no costs to participation; we all benefit from the time proven program – “Neighbours helping Neighbours” to build safe communities. Neighbourhood Watch is recognized as an important Crime Prevention Program of our York Regional Police Service --- it will only continue to expand by citizen participation. Thank you for expressing interest in the Oak Ridges Neighbourhood Watch Program. We hope to welcome you as a registered member. The program requires a certain number of Watch Members, Block Coordinators and Street Captains, once we receive enough participants, York Regional Police will assist us in starting a Neighborhood Watch Program so please share this with your Oak Ridges family, friends and neighbours and encourage them to also register.

Background On July 6, 2022, the previous Council approved an eight storey, 103 unit apartment building having a density of 218 units on the subject lands. Official Plan Amendment 36 was approved by Council on July 6, 2022, which established site specific policies to permit an eight storey residential apartment building with a density of 218 units per net residential hectare. Development Proposal The applicants are seeking Council’s approval of its Official Plan Amendment and revised Zoning By-law Amendment applications to allow an increase in the maximum permitted density from 218 units per hectare to 285 units per hectare within the approved eight storey residential apartment building to be constructed on its land holdings. The proposed increased density would result in an increase in the maximum number of units from the originally approved 103 to 135 dwelling. The applicants’ proposal would not result in any changes to the proposed built form and height with the additional density being attributable to reduced unit sizes and reduced amenity space internal to the building.
