That the subject lands be classified as a Class 4 Area as defined by the Ontario Ministry of Environment, Conservation and Parks in its to address Stationary Noise. (noise from the Ministry of Transportation Road Maintenance Depot located to the northeast of the subject lands) A “Class 4 Area” classification would allow for development and intensification in areas impacted by existing stationary noise sources that have higher sound level limits than Class 1, 2 and 3 Areas, typically associated with residential areas. The applicant’s Official Plan Amendment application seeks to amend the policies of the Local Development Area (LDA) designation applicable to the subject lands in order to permit the following: an increase in permitted density from 2.0 FSI to 5.4 FSI; an increase in the maximum permitted building height from 3 to 16 storeys abutting the Neighbourhood designation; an increase in the maximum permitted building height from 15 to 16 storeys within the Local Development Area; and, an increase in the maximum permitted base building height from 4 storeys to 6 storeys. View reports here 3.3 SRPI.23.044 – Request for Comments – Official Plan Amendment Application – Parkway Hotels and Convention Centre Inc., 650 Hwy 7 East Inc., and 9005 Leslie Street Inc. - 600 and 650 Hwy 7 and 9005 Leslie Street To permit a high density mixed-use residential/commercial development on its land holdings. The proposed development is to be comprised of: nine towers ranging in height from 35 to 42 storeys with some of the towers on six storey podia and a total of 3,460 dwelling units . an expansion to the existing hotel operations, a conference centre area expansion and new commercial/retail space. A 0.4 hectare (0.99 acre) strata park is proposed internal to the site with a ‘breezeway’ connecting to Leslie Street. The existing office building, retail mall, conference centre, and Sheraton hotel are proposed to remain. Parking is proposed within 6 levels of shared underground parking which is to span the entirety of the subject lands. Proposed Parking Spaces: 4,921 At the February 26, 2020 meeting Council approved the request to remove these lands from the Region’s Employment Area designation subsequently they are now designated Community Area under the Regional Official Plan. Community Area permits a full range and mix of urban uses which are intended to accommodate a significant portion of planned growth within the Region The Key Directions Report identifies the East Beaver Creek and Highway 7 area where the subject lands are located as an emerging Local Centre. Lands are located along a Regional Corridor which are intended to serve as locations for the highest densities and mix of uses, as determined by the local municipality, with consideration for local community context and character Lands are with a MTSAs which intended to support a range and mix of land uses, supporting higher density, mixed-use and transit-oriented development. York Region School Boards have expressed interest in partnerships View Staff report 11.5 SRCS.22.03 - Indigenous Action Committee – 1 Year Pilot Project To report back to Council on the 1 year pilot of waiving facility rental fees for events hosted by the Indigenous Action Committee. Recommendation(s): To ensure that all Indigenous groups have equal opportunity to host events in Richmond Hill, it is recommended that park, multi-purpose room and gymnasium bookings fees be waived for all Indigenous groups moving forward.   • No Mow May

    Giving bees and other insects a chance to pollinate May is a key month for bees and other pollinators that rely on plants blooming in early spring such as dandelions, violets and clover. To help preserve habitats for bees, butterflies and other pollinators, York Region has implemented a No Mow May pilot project and will not mow the grass on six selected locations in the Regional right of ways in the City of Richmond Hill during the month of May. Signs will be posted at each of the locations. Grass will be mowed along the fence line and sidewalk to ensure sight lines are clear, but the centre areas of the locations will not be cut. Please do not throw garbage in the No Mow May sites. Working in partnership with the City of Richmond Hill, six sites have been selected in the regional right of ways because they have wide boulevards and staff will be able to maintain clear sight lines.   • Raccoon Park Redevelopment

    We are revitalizing Raccoon Park including new playground, tennis court, pathways, tree planting, and site furniture. Construction is scheduled to begin shortly and be completed Fall 2023, weather permitting.

  • Richmond Hill Garden & Horticultural Society May 13

    The in-person public sale will include Perennials, Annuals, Tropicals, Succulents, Herbs and Vegetables. Signs will identify plants that are Native and Pollinator-friendly. Plants will primarily be from a member-tended Greenhouse in Richmond Hill, and from the gardens of our members.

  • Ward 1 Bell Fibe Grass Restorations

    As you know Bell installed Fibe in Ward 1 last summer and fall leaving behind areas with grass torn up and replaced by dirt. City Staff have informed me that Bell and their contractor RB Somerville have recently begun spring restorations in Ward 1 as the weather has become more favorable for this work. Through the permit held by the City, all work from the winter months must be restored by the end of May. In the coming days to weeks residents can expect to see restoration crews out repairing all boulevard damage from this Bell work.

  • Rosemary Avenue – Advanced Tree Removal

    In preparation for the reconstruction of Rosemary Avenue which is scheduled to start in Summer 2023, some of the existing trees within the boulevard of Rosemary Avenue on the City’s Right of Way will need to be removed as they will be in conflict with the boulevard re-grading work. The project involves the removal of only three trees that are over 100mm in diameter. However, we will ensure that Urban Forestry only cuts down these trees after an ecologist has reviewed the area for any risks of bird nesting. As a compensation plan, we will be planting four new trees. City’s Urban Forestry will be on site in early May 2023 to perform the tree removal on Rosemary Avenue, weather permitting.
