  • Newman Pond Feasibility Study

    Newman Pond (Newman Ave. east of Pagoda Dr.) is not functioning properly and has been identified for rehabilitation and sediment removal. The Feasibility Study will assess the facility and explore options to restore and/or improve the pond. It is anticipated that the field investigations will begin late-May 2023 and are expected to continue into the fall as late as October 2023. The Committee of Adjustment would be an example of an adjudicative local board, whereas a BIA would be an example of a non-adjudicative local board. Any individual, including members of the public, staff, and another member, who has reasonable grounds to believe that a member has contravened the Code of Conduct for Local Boards, may proceed with a complaint pursuant to the Integrity Commissioner Procedures. If the Integrity Commissioner finds that a member has contravened the Code of Conduct for Local Boards, the Integrity Commissioner may recommend and Council may impose one of the following penalties on that Member: (a) A reprimand; or (b) The suspension of the remuneration paid to that Member (if any) for a period of up to 90 days. Further, Council may impose other remedial actions recommended by the Integrity Commissioner that directly respond to the action or behaviour that is found by the Integrity Commissioner to have contravened the Code of Conduct for Local Boards.   • It's almost Spongy Moth time!

    The good news is it shouldn't be so bad this year. From early May to mid-July - Remove caterpillars using burlap traps. Starting April 3, residents can pick up a free burlap kit at the Operations Centre (1200 Elgin Mills Rd. E) during regular business hours, Monday to Friday, 8:30 a.m. to 4:30 p.m. while quantities last. The spongy moth is a non-native insect found throughout southern Ontario that feeds on a variety of tree species such as oak, birch and maple. They eat leaves, which can cause trees to lose some or all of their canopy, however, long-term effects can be reduced and prevented through management techniques. Southern Ontario, including Richmond Hill has been experiencing a spongy moth outbreak since 2019. Outbreaks typically last 3 to 4 years. Recent York Region survey results indicate that the impacts of spongy moth are expected to be minimal this year. As a result, the City will continue to monitor trees on public property, but no city-wide management activities are planned. Residents are encouraged to continue monitoring the trees on their property for any signs of infestation and take action if necessary.   • The Municipal Role in Addressing the Housing Crisis in York Region

    Learning from Evidence and Best Practice - Presentation by Carolyn Whitzman, Expert Advisor, Housing Assessment Resource Tools (HART) Presented to the York Region Housing Affordability Task Force on March 23, 2023 The Housing Assessment Resource Tools (HART) project is working with governments, housing providers, and advocates across Canada to improve how we measure and address housing need, towards the national goal of “progressively realizing the right to adequate housing”. This article at Bradfordtoday.ca summarizes the presentation and Dr. Whitzman's comments at the meeting. The region will be participating in the HART project, including mapping out the region’s available land inventory. The project aims to work with governments and housing providers to improve how they measure and address housing needs. The core housing need figure is based on 2016 data and leaves out several key categories, like the homeless. Current measures of housing needs are flawed, with “affordable housing” lacking clear and consistent definitions across different organizations. Whitzman offered policy proposals like banning or restricting the size of new single-family homes, eliminating minimum parking restrictions and promoting more density for affordable housing. Planning policies, utilizing land inventory and pooling community resources are all ways local municipalities can drive more effective housing. Whitzman also suggested that with municipalities unfairly burdened with costs, they should focus less on development charges that can shift prices to renters and homeowners and more on property tax, which she said is a form of wealth tax that does not currently recognize “windfall gains in home values.” "There’s progressive income tax, we should be looking at luxury home taxes.” "Property taxes on low-income households should continue to be deferred, she added and recaptured when a home is sold."   • Council Public Meeting March 21

    Tuesday March 21, 2023 at 7:30pm Revised Agenda Watch meeting livestream here Request for Comments A revised request has been received from 101 Bloomington Development Inc. to amend the Official Plan and Zoning By-law for 101 Bloomington Road (Oak Ridges). The revised Official Plan Amendment application proposes to amend the Neighbourhood policies of the City’s Official Plan to permit a 12 storey residential building with 153 dwelling units and 206 parking spaces. View the Staff report here Surrounding land uses include natural heritage lands Briar Nine Park and Reserve to the west and south, and to the east is a vacant remnant block which contains a portion of a woodlot. Beyond that remnant parcel is an existing low density residential neighbourhood (Grovepark Street). The applicant’s Official Plan Amendment application seeks to amend the policies of the Neighbourhood designation in order to: include a site specific exception within the Neighbourhood designation to permit a high density residential use; permit a density of 3.5 FSI, a gross floor area of 13,475.2 square metres and 153 dwelling units; increase the maximum permitted building height from 4 storeys to 12 storeys; and, permit reductions to the minimum vegetation protection zones. Comments from Planning Staff's Preliminary review include: the proposed high-rise, high density residential use on the portion of the lands within the Neighbourhood designation would not be permitted, nor angular plane policies of the City's Official Plan York Region has advised that the subject lands are located within the Urban Area and are designated Community Area; however, they are not located in an area planned for significant levels of intensification or within a strategic growth area. In this regard, the Region advises that it appears the proposed development does not conform to the Regional Official Plan. the proposed density of 373.17 units per hectare (153 units per acre) greatly exceeds the maximum permitted density of 50 units per hectare within the Neighourhood designation the proposed building height of 12 storeys greatly exceeds the maximum height of 4 storeys permitted for lands fronting on arterial roads within the Neighbourhood designation Background: In November 2019, the City received and deemed complete Zoning By-law Amendment and draft Plan of Subdivision applications to permit a medium density residential development comprised of 18 townhouse dwelling units on the subject lands. This Official Plan Amendment application and revised Zoning By-law Amendment application proposing a high density residential development to be comprised of a 12 storey apartment building were received on December 2, 2022.
